The Plan:
The Kandiyohi Development Partners are proposing to build a wood burning (biomass) electrical power plant in the East Phillips neighborhood. The plant would also produce heat for local institutions.
The Location:
Its proposed location would be in the old garbage incinerator at 2850 20th Ave. S.
The Problem:
This abuts a densly residential and economically challanged neighborhood which is already impacted by an asphalt plant, a foundary, a roofing company's hot tar storage facility and the new Mpls. Public Works' hot asphalt storage site. The residents of this multiethnic community are also in the middle of a Federal arsenic Super Fund cleanup site and much of their aging housing stock has high levels of pre 1978 lead bassed paint.
The straw that breaks the camel's back:
In the words of the Minneapolis Polution Control Agency, "The facility will be a major source of Hazardous Air Pollutants"
